Not only is you suggestion wrong it is insulting! You obviously know nothing about the task involved and the facts behind the transcription. It would be made by the checking clerks when the returns were being collated, I would also add it looks as if it was being amended to both dead but changed to father dead, so there was obviously some confusion whether one parent or both parents were deceased.
