There is a William Elias Rogers, born 5 Dec 1855 in Eastbourne or Easebourne (Midhurst) -- see TNA record below. There are several Naval records for him on Ancestry. If memory serves, it was a 1911 census entry for Brixton Prison which contained the "refused to give name" remark. The census page/sheet recorded everyone else's name, occupation, birth place -- except for said prisoner. Like you, Adrian, I'd imagine the prison admin staff would've provide...

Case in point: one of the other tenants living at 190 Waterman, Providence is an elderly lady named Nettie E Bauer. Her name is directly beneath Harriette's on the 1940 census record. Presuming she also remained in Rhode Island, there is no online death record index for her either.
