Regarding the article on the WDYTYA Magazine website I have managed to get TNA to tell me in which document the correspondence was found in and it was in "BW 84/27: 1945-1946: British Council Scholarships". Shame TNA didn't mention that before, as you will notice Tolkien's name is not in TNA's Discovery catalogue!.

Only nominally (literally) connected but JRRT's First World War Army papers (he was a lieutenant) can be seen at Kew, but the catalogue says sternly:
Presumably they fear the temptation to filch a paper or two from the file would be increased to unacceptable levels because of who it is - I guess even his signature would be worth a lot.This record can only be seen under supervision at The National Archives
